Openly and transparently – you might ask?

New Government guidelines say all ports should be managed openly and transparently by a fit-for-purpose board.

Compare that to Whitby Harbour and its Piers, managed by Scarborough Borough Council, where the SBC Portfolio Holder for Harbours holds all his regular meetings with the Harbour Master in private and no Minutes are published for public scrutiny.

How exactly does that comply with the new government guidelines, which call for all port decisions to be reached ‘openly and transparently’?
