The latest Draft Annual Accounts for Scarborough Borough Council (SBC) should be published today. SBC is probably the only local authority in England NOT to have their Annual Accounts signed-off by the External Auditor for the previous TWO years (2015/6 and 2016/7). This follows Objections by local electors about the allocation of the income from Whitby Harbour. As before, the latest Annual Accounts (for 2017/8) can be inspected by any member of the public. Any local Elector can Question or Object to the accounts ‘for any item in them.’
If the same pattern is repeated this year, then it will be THREE years since SBC had their Draft Annual Accounts signed-off by the External Auditor. Is that a bit like the EU’s infamous decade of unsigned-off accounts?
Can you imagine what would happen if YOU didn’t complete your annual Tax Return in time?
Can you imagine what would happen to any business-owner who failed to have their Annual Accounts signed-off in good time?
And not just once, but for TWO consecutive years??
If not for THREE years in succession???
The unaudited accounts can be viewed until 12 July 2018, when the External Auditor would then consider the Questions / Objections raised. SBC would then be asked for an explanation. Only when the External Auditor is satisfied with SBC’s explanation, will they then sign-off the Annual Accounts. Or not…
